Nod-Krai is still part of Snezhnaya right?

Last year when we were heading into Nod-Krai, everybody talked about it as us finally heading into Snezhnaya the last of the seven nations. While the story would be filler, it had all the things we were expecting out of the Russia-based region. It was cold, the Fatui were everywhere, we had a Harbinger centered plot pitting friendly ones against central antagonists Dottore and then Pantalone. But now that we're doing the main Snezhnaya story, suddenly we're just now getting into the nation?
And this second banner phase only adds to the confusion. Ineffa, Aino and Flins don't appear in the story at all but are old Nod-Krai characters. It only makes sense to be rerunning them now and together if they still count as Snezhnaya characters returning to the gacha because we're in their nation starting a new story. Iansan and Lan Yan though are just there.
Besides whether or not it makes sense to have them on this banner, I think Iansan is here because she's meant to buff characters that move. Flins technically moves but from my experience with it, Flins doesn't move nearly enough to keep Iansan's buff going. It's much more reliable to just use the Natlan characters that move all the time. Lan Yan doesn't really work at all with this group. Anemo didn't get buffed in the Nod-Krai phase like it has now with Stellar Swirl. Even with that though, it's probably best to use Mizuki who was buffed to work with Stellar Swirl. Finally Aino isn't really the best for Lunar Charged which is the basis for Flins and Ineffa's damage. You'd really want Columbina if you have her or just put both of them on a team and have some other Hydro Character like Furina who applies it much more reliably.
Flins and Ineffa though are actually good. I personally prefer Ineffa because you can just set up her little robot to keep attacking for you. Flins does more damage though.
