Finland can build hydrogen for less — and the number that proves it is easy to misread.
Europe runs its clean-hydrogen auctions backwards. Developers do not bid a selling price; they bid the subsidy they need, in euros per kilo produced, on top of whatever the hydrogen earns in the market. Bids are ranked cheapest-first and funded until the budget runs out. The lowest bid is the strongest bid.
In the third European Hydrogen Bank auction, 58 bids came in from 11 countries, asking for roughly €8.1bn against a €1.3bn budget. Nine projects were selected.
Finland's bid was the lowest — €0.44 per kilo, the lowest in the scheme's history. The highest bid that still won was €3.49. Eight times the public money, for the same commodity under the same rules.
A bid that low is a statement about build cost. The Finnish project, Cloudberry, coordinated by Vetyalfa Oy, expects to produce on almost no support because the power behind it is cheap and clean. It is also the largest project selected: 500 MW, with more than 508,000 tonnes of hydrogen projected over ten years.
Why this matters beyond hydrogen: energy cost is the floor under every physical asset. A region that can build clean capacity on the least public support in Europe is a region where real assets get built. That is the ground SDA stands on — a token on Solana, issued under the MiCA Article 6 white-paper regime with FIN-FSA as competent authority, backed by a team in Helsinki, Finland.
